Taipei Economic and Cultural Office in Guam

“TECO in Guam” is an abbreviation of the “Taipei Economic and Cultural Office in Guam”. This office is a de-facto Consulate (Foreign Mission). The establishment on Guam has been around since 1991 when it used to be known as “Coordination Council for North American Affairs Office in Guam”. In 1994, we were officially renamed as “TECO in Guam”. 

As of 2022, there are 13 TECOs throughout the United States of America including Guam. The representative office is in Washington D.C. (Taipei Economic and Cultural Representative Office). We report directly to the Headquarters (Ministry of Foreign Affairs) in Taipei, Taiwan. 

Through diplomatic, economic, cultural, agriculture and tourism exchanges, as well as sports, academic, educational, and business officials’ visits, Guam has ever since maintained close ties with Taiwan. Taiwan’s investments in Guam, other than tourism, are mainly in the sectors of banking, insurance, construction, real estate, and power which has helped boost Guam’s economy substantially over the past years. 

In 2017, TECO in Guam closed down due to budgetary issues. Guam’s consular affairs were being shifted to the Embassy of the R.O.C. (Taiwan) in Palau. In July 2020, as the relationship between Taiwan and the U.S. strengthened, TECO in Guam aimed to reopen in October of the same year. On October 10, 2020, with the celebration of Taiwan’s National Day Double Ten Day, TECO in Guam reopened officially with its operation restarted on Monday, October 13, 2020.

TECO in Guam’s consular jurisdiction covers Guam and the neighboring islands of Micronesia such as Commonwealth of Northern Mariana Islands (CNMI). Its work includes consular affairs, public relations, diplomatic affairs, military affairs, as well as business, education, culture and fisheries exchanges in the region. Consular services that TECOs offer include Passports, VISAs and foreign document authentications.
